This research aims to examine language policy implementation in the Caucasus, focusing on Armenians and Dagestanis from the late 1910s to the end of the 1930s. Using a bottom-up approach, the study will explore the socio-cultural dynamics and grassroots reactions that shaped the enactment and enforcement of these policies beyond formal decrees and legislation. Furthermore, drawing on comparative analysis, the research seeks to discern patterns of convergence or divergence in language policies and their outcomes between the two cases. |
